Singapore Strengthening Border Control to Combat E-cigarette Smuggling
Singapore authorities report a decrease in e-cigarette smuggling cases, pledging to strengthen border checks to curb illegal imports.

According to a report by Lianhe Zaobao on February 19, the Singapore Health Sciences Authority recently revealed that the number of e-cigarette smuggling cases has decreased from 152 in 2022 to 67 in 2024. Authorities have stated that they will continue to cooperate with the Immigration and Checkpoints Authority to enhance border checks in order to curb the smuggling of e-cigarettes into the country.


On Tuesday (18th), when Member of Parliament She Shamsha in the Holland-Bukit Timah GRC queried the Health Sciences Authority about an increase in the number of cases of e-cigarettes being smuggled into the country over the past three years, Health Minister Wong Yik Kang disclosed the relevant statistical data on the aforementioned cases of e-cigarette smuggling.


Wang Yikang stated that due to e-cigarettes being legal in some neighboring countries, cross-border law enforcement cooperation is somewhat limited. Nevertheless, the Department of Health will continue to collaborate with the Immigration and Customs Department to strengthen inspection measures in order to detect and prevent the smuggling of e-cigarettes into the country, thus disrupting the supply chain.


Minister of Home Affairs and Minister of Law Shanmugam also stated that the Central Narcotics Bureau, Health Sciences Authority, and Immigration and Checkpoints Authority are collaborating on checkpoint enforcement, detecting and seizing controlled drugs being smuggled into the country, including drugs hidden in e-cigarette devices.


Shang Mugen pointed out that Immigration and Customs will conduct a risk assessment on incoming passengers and goods in advance. Those passengers or goods assessed as high risk will undergo more detailed inspections before entering the country.

Korea Customs Service has tightened import controls on nicotine-analog and nicotine-free e-cigarette liquids, placing the products under 100% document review and subjecting all e-cigarette liquid import declarations to pre-clearance ingredient analysis. As of September 20, 2026, South Korea had imported about 15 metric tons of nicotine-analog liquids, 99.99% from China, and about 316 metric tons of nicotine-free liquids, including roughly 315 metric tons, or 99.7%, from China. The measures follow South Korea's April expansion of its tobacco definition to include synthetic nicotine products and include new checks on Chinese manufacturing, transaction and export documentation.

Australian Coalition Unveils Illicit Tobacco Plan With 80% Excise Cut and Legal, Taxed Vapes and Nicotine Pouches
Australia’s Coalition has unveiled a national illicit-tobacco policy that would cut tobacco excise by 80% and create legal, regulated and taxed adult markets for vaping products and nicotine pouches if it wins government. The plan proposes an excise of A$0.50 per millilitre of e-liquid and A$0.025 per milligram of nicotine in pouches, alongside A$200 million in additional enforcement and a A$60 million three-year public-awareness campaign. The Coalition says the package would narrow the price advantage of illicit products and undermine organised crime, while Labor and public-health groups warn that dramatically cheaper cigarettes could reverse long-term declines in smoking.

Imperial Brands has agreed to acquire 100% of Swedish modern oral nicotine company Yoik Group AB for an initial SEK515 million, equivalent to about US$53.9 million, plus a deferred payment linked to performance over the next two years. The U.S. Court of Appeals for the Ninth Circuit upheld the FDA’s denial of MH Global LLC’s applications to market flavored electronic nicotine delivery systems (ENDS). The court ruled that FDA’s comparative-efficacy framework, which requires applicants to show that flavored products provide greater cessation or switching benefits than tobacco-flavored alternatives, is consistent with the Tobacco Control Act’s “appropriate for the protection of the public health” standard. The court also found that FDA was not required to establish the framework through notice-and-comment rulemaking.
