E-cigarette Industry: Lucrative and Popular Among Finnish Youth
E-cigarette industry thriving among Finnish students, with over 1,500 involved in sales, including teenagers, violating regulations.

According to reports in Finnish media, the e-cigarette industry has become a lucrative source of income for some Finnish students. It is estimated that over 1500 people, including a significant number of teenagers, are involved in buying and selling e-cigarettes.

 

These individuals have been posting numerous sales advertisements on the social media platform Telegram, selling their e-cigarettes at exorbitant prices. They are even willing to violate regulations by selling e-liquids with excessive nicotine concentrations.

 

Some teenagers as young as 18 years old are already gaining wealth by trading in the  E-cigarette Industry market. For example, a young man named Leo has revealed that he has already earned a significant amount of money from the e-cigarette market.

 

Currently in Finland, nicotine liquids can only be sold with a maximum nicotine content of 20 milligrams per milliliter.

 

Leo smiled as he stated that e-cigarettes for young people typically contain only 50 milligrams per milliliter of nicotine.

 

According to his explanation, highly concentrated liquid is usually transported from Latvia to Finland. However, even in Latvia, the selling concentration cannot exceed 20 milligrams per milliliter. The liquid is then resold at several times the original price. The future selling price of an e-cigarette ordered for 3 euros can reach as high as 30 euros.

 

Leo claims that he earned thousands of euros in his first month without paying any taxes, of course.

 

In 2022, a vaping trend has emerged among young people in Finland. E-cigarettes are gaining popularity, emitting sweet and even candy-like scents, seemingly targeted towards the youth. Despite the declining popularity of tobacco products, e-cigarettes remain highly favored among Finnish teenagers.

The U.S. Food and Drug Administration has revised the rules under Import Alert 98-07 to incorporate its May 2026 enforcement-priority policy for certain electronic nicotine delivery systems marketed without premarket authorization. The alert continues to allow detention without physical examination, or DWPE, for ENDS lacking required marketing authorization, while directing field divisions to apply the May risk-based framework. When necessary, detention or refusal decisions must also undergo review by the FDA's Center for Tobacco Products. Products including PACHA and Vuse Pro have already emerged as industry examples of the May policy, although enforcement discretion does not constitute FDA marketing authorization.
