Vapesourcing, a leading U.S. vape retailer, has announced it will no longer supply flavored nicotine products to California and Massachusetts.
Due to local regulations, leading U.S. vape retailer Vape Sourcing has stopped shipping flavored nicotine products to California and Massachusetts. This is because California is implementing a "flavor ban," while Massachusetts already banned flavored tobacco and vapes in 2019. Customers in these states can still buy unflavored or non-nicotine products.

Recently, 2Firsts noticed that the top e-cigarette retailer Vape Sourcing in the United States posted a pop-up statement on its official website, stating that due to local regulations, they are unable to ship flavored nicotine products to consumers in California and Massachusetts.

At the same time, the website stated that customers can still order original/tobacco flavored nicotine e-cigarettes and non-nicotine products.

The following is the original text of the pop-up message:

Due to local reaulations

we cannot ship flavored nicotine to

California & Massachusetts.

You may still order Clear/Tobacco-favored

nicotine vape and Non-Nicotine products.

Thank you for your patience and understanding.

California: Only products determined to be legal can be sold.

According to reports, the California Attorney General's Office issued draft regulations in August 2025 that detailed how tobacco manufacturers and importers can apply to have their products included on the state's "Unflavored Tobacco List" (UTL). This is a key complementary measure to California's comprehensive ban on the sale of flavored tobacco, meaning that in the future only products officially deemed to be free of "characterizing flavors" will be able to enter the market.

Massachusetts: The first state in the U.S. to ban the sale of flavored e-cigarettes.

In November 2019, then Massachusetts Governor Charlie Baker signed a bill making the state the first in the United States to permanently ban flavored tobacco products, including menthol cigarettes, and flavored e-cigarette products.

It is worth noting that Reuters previously reported that the US Postal Service (USPS) has revoked the mailing exemption for Demand Vape, one of the largest e-cigarette distributors in the US. The reason for this action is that the company has been accused of shipping e-cigarette products that are not authorized by the US FDA and are in violation of local flavor bans. As one of the largest e-cigarette distributors in the US, Demand Vape supplies approximately 5,000 retailers in 49 states.

South Korean Court Strikes Down Health Levy on Vape Nicotine Liquids, Citing Disproportionate Penalties
A Seoul court has annulled South Korea’s health-levy assessments imposed on multiple importers of nicotine liquids used for vaping. While the court agreed the nicotine could be treated as “tobacco” because it was found to be leaf-derived, it ruled the levy—stacked with other taxes and calculated on a blunt, volume-only basis—was so severe it effectively deprived businesses of the ability to operate, breaching constitutional proportionality and equality standards.
