Minneapolis Council Proposes New Tobacco Regulations to Increase Prices
Minneapolis City Council Member proposes ordinance to raise minimum price of cigarettes to $15, eliminate discounts and samples.

According to a report from FOX 9 on April 17th, Minneapolis city council member LaTrisha Vetaw introduced a proposal on Wednesday to ban discounts and coupons for commercial tobacco products, as well as raising the minimum prices for cigarettes, cigars, snuff, and loose tobacco.

 

If the regulation is passed, the minimum price for a pack of cigarettes will be raised to $15, however, this regulation will not affect the price of e-cigarettes.

 

Furthermore, the regulation will increase penalties for license holders who violate city policies, and close the loophole for "sampling" of commercial tobacco products. This will put an end to the current practice of allowing indoor "sampling" of any tobacco products in tobacco shops under the state's Clean Indoor Air Act.

 

The ordinance will be resubmitted to the city council for review on April 25th.

Charlie’s Holdings said the U.S. Food and Drug Administration notified the company on June 23, 2026, that 30 PACHA vape SKUs with submitted PMTAs had been tentatively identified for inclusion on a planned public-facing FDA webpage. Under enforcement guidance issued by FDA in May, the webpage is intended to identify certain unauthorized products for which the agency generally does not intend to prioritize enforcement of premarket authorization requirements. Charlie’s disclosed the development alongside second-quarter revenue of $3.8 million, up 116% year over year.

Russia will place e-cigarettes and related nicotine products under its “strategic goods” framework from August 20, 2026. According to TVP World’s report published on August 19, the newly listed items include e-cigarettes, electronic smoking devices, vape liquids and nicotine salts. Individuals who illegally move these products across Russia’s customs border or its state border with other Eurasian Economic Union (EAEU) members could face up to five years in prison if shipment values exceed 100,000 rubles (about €1,000), provided all elements of a criminal offence are established.

A U.S. Customs and Border Protection proposal to collect foreign export declarations and other overseas customs documents could expose discrepancies in the value, classification and description of China-made vape shipments entering the United States. A veteran Chinese logistics professional told 2Firsts that the measure, if implemented, could undermine the all-inclusive shipping model used by some unauthorized vape exporters and push parts of the trade toward costlier underground channels. The risk extends beyond higher duties: accurately declared products may also be more readily identified as unauthorized e-cigarettes subject to FDA enforcement.

Private antitrust litigation stemming from Altria's 2018 $12.8 billion investment for a 35% economic interest in JUUL is advancing before the U.S. Court of Appeals for the Ninth Circuit. Direct purchasers, indirect purchasers and indirect resellers of JUUL products filed answering briefs this week seeking to preserve class certifications granted by a California federal court in February. Altria and JUUL argue that individual consumers and large distributors differ too much in purchasing terms to remain in a single direct-purchaser class, while a separate dispute concerns whether California antitrust law can apply to indirect purchasers across 27 jurisdictions. A September trial has been put on hold during the appeal.
