Philippines Seizes $80M in Illegal Vapes Over 10 Months
The Philippines Bureau of Customs seized approximately $86.5 million worth of vapes during enforcement operations in the first ten months of 2024.

The Philippines Bureau of Customs announced that its ongoing crackdown on smuggled e-cigarette products resulted in the seizure of items valued at $86.5 million during the first ten months of 2024, the Manila Times reported on November 19.

 

Recent operations included the confiscation of disposable vapes worth $220,000 in Laguna province and various e-cigarette devices, pods, and disposable products valued at $110,000 in Quezon City, Manila.

 

"These operations highlight the BOC's unwavering determination to dismantle the illicit networks behind vape smuggling and the continuous strengthening of its enforcement capabilities," Customs Chief Bienvenido Rubio said.

 

He also added that the agency works closely with the Bureau of Internal Revenue (BIR), the Department of Trade and Industry (DTI), and enforcement and intelligence units to do its job.

 

"With the support of enhanced intelligence-sharing, the BOC remains vigilant in addressing emerging trends in illicit trade," Rubio said.

Japan Tobacco International is stepping up its heated tobacco push in South Korea with Ploom AURA. Since its official launch in April 2026, the device's limited First Edition and Glacier White version have sold out, while distribution has expanded across Seoul, Incheon, Gyeonggi Province and airport duty-free channels. The rollout marks JTI's third major attempt to build a stronger heated tobacco position in South Korea, following Ploom TECH in 2019 and Ploom X Advanced in 2024. At the group level, JT plans to invest about ¥800 billion, approximately $5 billion, in reduced-risk products from 2026 through 2028, with heated products and Ploom identified as its primary investment priority.

However, adjusted net profit increased only 2.78%, and next-generation tobacco revenue was not separately disclosed, showing that the transformation is reshaping revenue and customer exposure but has yet to translate fully into underlying earnings.

The Global State of Tobacco Harm Reduction, a project operated by Knowledge·Action·Change, estimates that about 200 million people worldwide use non-combustible nicotine products including vapes, heated tobacco, nicotine pouches and snus. Its 2026 report says use of these products rose alongside declining smoking rates in 28 countries it analyzed. The data do not establish that all 200 million users have quit smoking, nor do they prove a direct causal relationship. GSTHR also says regulatory restrictions on the products continue to expand in many markets.

BAT Rothmans says it previously considered exiting South Korea's vaping market because of competitive pressure from unregulated products, but is now reassessing conditions following changes to the country's nicotine regulatory framework.
