Philippines BIR Launches Nationwide Raid on Illegal E-Cigarette Sellers
Philippine BIR chief orders nationwide crackdown on illegal e-cigarette retailers and distributors, warning of surprise inspections and criminal cases.

According to a report by Journal on October 17th, Romeo D. Lumagui Jr., the Commissioner of the Bureau of Internal Revenue (BIR) in the Philippines, has ordered all tax officials to conduct nationwide raids on illegal e-cigarette retailers and distributors.


Tax office branches and tax district offices across the region have been instructed to monitor and conduct raids on all businesses involved in the illegal sale of e-cigarettes. Authorities emphasize that the main targets of this operation are retailers and distributors, as they are accomplices of e-cigarette smugglers.


Director Lu Maqiu of the BIR emphasized that


Illegal e-cigarette distributors will be subjected to a surprise inspection. They are accomplices to e-cigarette smugglers. Without distributors, there would be no smugglers. Smugglers will be forced to comply with BIR regulations.


The illegal e-cigarette industry has been warned multiple times to follow BIR regulations, but they have repeatedly ignored the law. Therefore, the BIR will intensify its enforcement actions against illegal e-cigarette retailers and distributors. It is anticipated that there will be raids and criminal cases.


The director encouraged the public to report organizations involved in illegal e-cigarette activities to the national tax authority.

Police in Malaysia’s Selangor state seized illegal vape products and contraband cigarettes worth about RM12.7 million (approximately $3 million) in two enforcement operations. According to New Straits Times and The Star, the vape-related operation uncovered 131,036 boxes of vape products, 4,900 bottles of e-liquid and 25,510 vape devices, valued at about RM9.4 million. Police said preliminary investigations indicated that some illegal vape products entered Malaysia through sea shipments from China before moving through storage and distribution networks.

R.J. Reynolds Vapor Company Launches Flavored Vuse Pro Pods in U.S. Without FDA Marketing Authorization
R.J. Reynolds Vapor Company has begun selling four flavored Vuse Pro pods — Peach, Berry, Watermelon and Fresh Mint — in Ohio and selected other U.S. markets. According to the Vuse U.S. FAQ, Vuse Pro contains approximately 5.0% nicotine by weight, and Vuse Pro pre-filled pods are intended for use with Vuse Alto devices. Reynolds told 2Firsts that product labeling lists an e-liquid capacity of 2.0 mL per pod. The Vuse Alto Power Unit received FDA marketing authorization in 2024, while the new Vuse Pro pods themselves have not received marketing granted orders. The rollout follows the FDA’s May 2026 revision of enforcement priorities for certain unauthorized vaping products with qualifying pending applications.

CCPIT Says Trade Friction Index for China-Related Electronics Sector Remains High, With Vape Products Among Areas of Focus
China Council for the Promotion of International Trade (CCPIT) held its July regular press conference on July 31, 2026, releasing the May 2026 Global Economic and Trade Friction Index. CCPIT spokesperson Yang Fan said the global trade friction index stood at 95 in May, remaining at a medium-to-high level. By industry, the electronics sector recorded the highest trade friction index among 13 monitored industries. In China-related trade frictions, the index stood at 93, with electronics products including drones, chips and vape products among areas where friction remained elevated.
