Russia to Introduce Stricter Punishment for Selling E-cigarettes to Minors

Russian State Duma chairman Vyacheslav Volodin proposes harsher penalties for selling e-cigarettes to minors, suggesting store closures and increased fines.

According to a report by RIA on April 7, Vyacheslav Volodin, Chairman of the Russian State Duma, proposed on his Telegram channel to increase penalties for selling e-cigarettes to minors. He suggested temporarily suspending the operation of these stores and increasing fines for violations.

Starting from April 1, 2024, Russia will hold individuals accountable for violating the sales or production requirements of tobacco products and e-cigarettes. Fines of up to 1 million rubles and confiscation of their products can be imposed for selling unmarked products or selling to minors.

Wolockin emphasized the importance of strictly prohibiting the sale of e-cigarettes to minors. Therefore, introducing more effective penalties for irresponsible merchants, such as suspending store operations and increasing fines for violations, is the right approach to discourage them from selling e-cigarettes to minors.

A law that came into effect in Russia on June 1, 2023, prohibits the sale of e-cigarettes and related consumables to minors, including nicotine-free products. Initially, representatives in the Russian State Duma wanted to ban the sale of e-liquids containing flavors and additives, but the final version of the law allows the government to create a list of additives that would make the sale of e-cigarettes impossible.
