Thailand Considers Three Proposals for Tobacco Control Measures

Thailand's National Assembly committee proposes three options for tobacco control, including legalizing e-cigarettes and heated tobacco products.

According to a report by VOH on January 20, the Thai National Assembly's e-cigarette Special Committee (KMT) has proposed three tobacco control measures for discussion.

Three proposals include: continuing the comprehensive ban on e-cigarette devices, but strengthening legal revisions to more strictly enforce the ban; legalizing heated tobacco while continuing to prohibit e-cigarettes; legalizing all heated tobacco and e-cigarettes, but implementing strict control measures.

The Chairman of the KMT, Dr. Niyom Wiwarathandithakul, stated that these proposals were not influenced by the tobacco industry, but rather are based on the genuine needs of society.

The first proposal received 8 votes in support; however, a complete ban could lead to a rapid growth in the black market, thereby increasing the difficulty of enforcement.

The second proposal garnered 5 votes in support, allowing for the legalization of heated tobacco. This proposal is aimed at improving product management and regulation, but it will require changes to existing laws and the implementation of strict control policies.

The third proposal, which received the highest support of 21 votes, suggests legalizing all heated tobacco and e-cigarette products. This could help to limit smuggling and increase tax revenue. However, it could also increase the risk of young people accessing these products.

Niyom emphasized that controlling smokeless tobacco products cannot solely rely on existing laws. If new policies are not implemented promptly, Thailand may face the risk of losing control as smokeless tobacco rapidly grows in popularity.

NYS Youth Tobacco Use Down 29% Since 2022, Lowest Since 2000
