Ukraine intercepts approximately $40,000 worth of smuggled goods, including a large amount of Elfbar e-cigarettes

An e-cigarette smuggling operation was uncovered in the Lviv region of Ukraine, resulting in the seizure of 7,500 Elfbar e-cigarettes, valued at over 1.8 million hryvnia (approximately $40,000). The case is under investigation under Ukrainian criminal law.

2Firsts, September 23, 2025 - According to agroperspectiva report on September 22, the Lviv Oblast Economic Security Service（БЕБ）uncovered a smuggling case in which a local resident was charged with attempting to smuggle a large quantity of disposable e-cigarettes. The investigation revealed that the resident attempted to illegally import these high-tax items into Ukraine via truck. According to the shipping documents, the driver claimed the cargo was a mixed shipment.

 

Police discovered 7,500 "Elfbar" disposable e-cigarettes and 500 bottles of e-liquid during an inspection of a train carriage, with an estimated total value exceeding 180,000 hryvnias (approximately $4,000). The items have been seized by authorities. An investigation is underway under Article 201-4 of the Ukrainian Criminal Code due to the involvement of tobacco smuggling in this case.

 

The proceedings of this case are being handled by the Lviv Regional Prosecutor's Office. Additionally, information provided by the Kiev Economic Security Bureau （БЕБ） indicates that another Kharkiv resident involved in the illegal production and sale of cigarettes has been sentenced by the court.
