WITCO CEO Raoul Glynn Supports Legislation to Prevent Underage Smoking and Vaping
WITCO CEO Raoul Glynn supports UK legislation to prevent underage smoking and e-cigarette use, emphasizing impact of illegal tobacco trade.

According to a report by The Guardian on April 24th, Raoul Glynn, CEO of West Indies Tobacco Company (WITCO), a subsidiary of British American Tobacco, expressed support for legislation in the UK aimed at preventing children under the age of 15 from smoking or using e-cigarettes.

Last week, the UK House of Commons passed a bill prohibiting the sale of tobacco products to individuals born in 2009 or later. Following the conclusion of the company's annual shareholder meeting held yesterday at Queen's Hall in Spain, Greene stated that any responses to the situation should not allow minors to come into contact with or purchase these products.

Greene supports legislation to prevent minors from accessing tobacco products and states that this practice has already been implemented in cigarette sales and will also be applied to e-cigarette products in the future. Regarding the issue of illegal tobacco sales, Greene says it has been an ongoing struggle for tobacco manufacturers.

Illegal tobacco trade has increased significantly, and we conservatively estimate that the illegal tobacco market now accounts for 20% of total sales. This estimate may even be low, as there is no scientific method to accurately measure this issue. Illegal trade continues to impact our business. The Trinidad and Tobago Manufacturers Association (TTMA) has been sounding the alarm and ensuring that key stakeholders are aware of this problem. The crux of the issue is that due to illegal trade, the treasury is missing out on at least 20% of tax revenue.

Green calls on authorities to crack down more severely on tobacco smuggling, and stakeholders should take more measures, such as increasing border control efforts and identifying and closing loopholes.

South Korea Extends Vape Rules to Unmanned Stores After Bringing Synthetic Nicotine Under Tobacco Law
South Korea Extends Vape Rules to Unmanned Stores After Bringing Synthetic Nicotine Under Tobacco Law
South Korea's Ministry of Gender Equality and Family said on September 14 that it plans to designate unmanned e-cigarette stores as businesses where minors are prohibited from entering or working. Operators would be required to verify customers' ages and display notices restricting access by minors. The proposal is open for public comment through October 6. The move follows an April expansion of South Korea's statutory tobacco definition that brought products made with natural or synthetic nicotine under the Tobacco Business Act. Nicotine-free liquids and products using nicotine analogues such as 6-methylnicotine, however, remain an emerging regulatory issue.

EU Tobacco Tax Reform Targets November Push as Sweden Holds Nicotine-Pouch Minimum at €20 per Kilogram
EU Tobacco Tax Reform Targets November Push as Sweden Holds Nicotine-Pouch Minimum at €20 per Kilogram
The Irish presidency of the Council of the European Union is using bilateral talks to push the bloc’s Tobacco Taxation Directive toward a political agreement in November. According to Law360, citing an EU official, Sweden is unwilling to accept a minimum excise threshold above €20 per kilogram for nicotine pouches. Council negotiations have already lowered the European Commission’s original proposal, but a May 2026 presidency compromise still set the minimum at 10% of the tax-inclusive retail price or €30 per kilogram in 2028-29, with higher levels later.

NAS 2026 | Former FDA Tobacco Chief Mitch Zeller Calls for Shift From “End Game” to “End State”
At the 2026 New Approaches Summit in New York, former FDA Center for Tobacco Products Director Mitch Zeller called for the tobacco harm reduction debate to shift from the traditional “end game” toward defining a desired “end state.” He also highlighted unresolved concerns around dual use, argued that biomarkers of exposure may be more meaningful than cigarettes-per-day in assessing risk reduction, and said nicotine misperceptions remain a major barrier to public health progress.

Reynolds told 2Firsts that product labeling lists an e-liquid capacity of 2.0 mL per pod. The Vuse Alto Power Unit received FDA marketing authorization in 2024, while the new Vuse Pro pods themselves have not received marketing granted orders. The rollout follows the FDA’s May 2026 revision of enforcement priorities for certain unauthorized vaping products with qualifying pending applications.

From Border-Logistics Insiders to Retail Service Stations, Australia Mounts a Sweeping Crackdown on the Illicit Nicotine Trade as iGET Vapes Surface in A$80 Million Crime Networks
Australian authorities have disclosed two major enforcement actions that go beyond product seizures and retail closures to examine how illicit tobacco and vape networks operate. On Aug. 14, the Multi Agency Strike Team said seven people had been charged and two criminal networks were valued by authorities at a combined A$80 million, or about US$56.8 million. Investigators allege the groups used bonded warehouses, freight businesses and “trusted insiders” in legitimate industries to circumvent border controls. In a separate operation on Aug. 11, more than 100 service stations were targeted as authorities sought information on illicit tobacco importation, distribution networks and the movement of sales proceeds.
