Youth Smoking Trends and E-cigarette Use in Taiwan
Taiwan Health Department fined over 2.4 billion NTD for 3511 tobacco violations, with 865 e-cigarette cases, youth usage remains high.

According to a report by UDN on December 9th, the Taiwan Food and Drug Administration has statistics showing that as of the end of November 2024, a total of 3,511 tobacco-related violations have been fined by relevant authorities, totaling over 2.4 billion Taiwanese dollars. Among them, there are a total of 865 cases involving e-cigarettes.


According to the released results of the "2019 Youth Smoking Behavior Survey", it was found that although the cigarette smoking rate among adolescents has decreased, the e-cigarette usage rate still remains at 4.8%. The e-cigarette usage rates were reported to be 3.2% among junior high school students and 6.3% among high school and vocational school students. It is estimated that over 50,000 adolescents are currently using e-cigarettes.


Furthermore, the survey shows that 4 out of 10 teenage smokers use flavored tobacco (39.0% among junior high school students, 44.5% among high school students). The usage rate is higher among girls than boys, with 43.8% of junior high school girls and a whopping 61.2% of high school girls using flavored tobacco.


Lin Qingli, Director of the Tobacco Control Group of the Dong Family Foundation, stated that an international report has found that 90% of those who use e-cigarettes before the age of 25 are flavored tobacco users.


She pointed out that tobacco companies are trying to attract new younger customers by suggesting a "200 billion increase in tobacco tax per year," and she criticized this as a setback for tobacco control efforts. She called on the Ministry of Health and Welfare to hold a press conference to explain in detail the relevant health issues, rather than simply releasing data.

Ahead of the Formula 1 race in Madrid, 67 Spanish and international public-health, medical and consumer organizations have sent an open letter to F1 President and CEO Stefano Domenicali calling for an end to sponsorships linked to the tobacco and nicotine industry, including nicotine pouches, vaping products and heated tobacco. The letter focuses on Philip Morris International’s ZYN partnership with Ferrari and British American Tobacco’s long-running partnership with McLaren and exposure for VELO. The campaign follows a March letter in which more than 160 organizations worldwide made a similar request to Formula 1.

Philippine lawmakers are considering an overhaul of the country's vape excise-tax regime to eliminate the wide gap between taxes on nicotine salt and freebase nicotine liquids and reduce incentives for misdeclaration. House Bill 5364, filed by Rep. Rufus Rodriguez and Rep. Maximo Rodriguez Jr., would impose a unified ₱10-per-milliliter tax on vapor products, with 5% annual increases beginning in 2027. Rodriguez says the proposal could generate an average ₱6 billion in annual collections from 2027 through 2030. The debate comes as the Philippine government considers tobacco, vape and other health-tax reforms to help offset around ₱66 billion in revenue expected to be forgone under a proposed tax-relief package.

The U.S. Food and Drug Administration authorized 11 ZYN ULTRA nicotine pouch products made by Swedish Match USA through the premarket tobacco product application pathway on August 21, 2026. Ten of the authorized products have a labeled nicotine content of 9 mg, while ZYN ULTRA Smooth was authorized at 11 mg. The reviews were conducted through FDA’s nicotine pouch PMTA pilot program. FDA has now authorized 43 nicotine pouch products, including 23 through the pilot.

South Korea Imports 12,126 Kg of Nicotine Analogues From April to August After Bringing Synthetic Nicotine Under Tobacco Law
South Korea's liquid-vape market is showing changes across raw-material imports, product types and sales channels after synthetic nicotine came under the Tobacco Business Act on April 24. Customs data show nicotine-analogue imports totaled 12,126 kilograms from April through August, while synthetic-nicotine imports over the same five months totaled 231,663 kilograms, just 39.3% of the amount imported in March alone. Physical liquid-vape stores tracked in Seoul and Gyeonggi Province fell 9.9%, unmanned outlets edged higher and online sales listings increased from 27,774 to 42,437. Government testing of 105 liquid inhalation products promoted as nicotine-free separately found nicotine in 13 and 6-methylnicotine in 12.
