Malaysia Health Minister: E-cigarette Disguise Stickers are Not Regulated.
Malaysia's Health Minister Datuk Seri Dzulkefly Ahmad stated that e-cigarette stickers or "sleeves" disguising devices as household items are not regulated.

According to a report by the Malay Mail on October 10th, Malaysia's Health Minister Datuk Seri Dzulkefly Ahmad stated that e-cigarette stickers or "sleeves" designed to disguise e-cigarette devices as common household products do not fall under the jurisdiction of the Public Health (Control of Tobacco Products) Regulations 2018.


He told reporters after hosting the World Mental Health Day ceremony at the Ministry of Health today (10th).


As long as it is not intended to deliver nicotine products in liquid or aerosol form, it is not within our jurisdiction.


However, Zusufiri also pointed out that the Department of Health will investigate such products.


If we find that these products are related to smoking products, we will take necessary action.


It is reported that these e-cigarette "sleeves" can be found on e-commerce platforms such as Shopee and Lazada, and are used to disguise e-cigarettes as ordinary household items or stationery, such as markers, highlighters, glue sticks, and even candy sticks.


The Ministry of Health has implemented stricter regulations on the sale of e-cigarettes. The Public Health (Control of Smoking Products) Act (No. 852) came into effect on October 1, prohibiting the sale of any smoking products, including e-cigarettes, to minors. Additionally, the act also prohibits the sale of any e-cigarette products with features specifically designed to appeal to minors through gamification.

South Korea's Ministry of Gender Equality and Family said on September 14 that it plans to designate unmanned e-cigarette stores as businesses where minors are prohibited from entering or working. Operators would be required to verify customers' ages and display notices restricting access by minors. The proposal is open for public comment through October 6. The move follows an April expansion of South Korea's statutory tobacco definition that brought products made with natural or synthetic nicotine under the Tobacco Business Act. Nicotine-free liquids and products using nicotine analogues such as 6-methylnicotine, however, remain an emerging regulatory issue.

HM Revenue & Customs (HMRC) has released sample images of the UK’s transitional vaping duty stamps, showing red and yellow versions ahead of the new Vaping Products Duty and Vaping Duty Stamps Scheme starting on October 1, 2026. Transitional stamps contain physical security features but no digital scanning function. Approved businesses may purchase them through November 30 and affix them through December 31.
