Russia Plans to Fully Ban E-Cigarettes in New Legislation
Russian lawmaker Yaroslav Nilov plans to submit a bill banning all e-cigarettes, with or without nicotine, to the State Duma.

According to a report from TASS on April 26th, Yaroslav Nilov, a member of the Russian State Duma, stated that Russia plans to introduce a comprehensive ban on the retail sale of both nicotine and non-nicotine e-cigarettes. The bill is expected to be submitted to the State Duma in late May.

 

We will submit to the State Duma in the second half of May. We are still collecting signatures and awaiting government approval. I believe we will raise this issue during our communication with them, as it is a matter of principle.

 

The addendum of the bill emphasizes that Russia has already implemented a series of restrictions in this area, including banning the sale of e-cigarettes to minors, prohibiting the sale of nicotine products containing flavors and other additives, banning the public display and demonstration of nicotine product consumption devices, and prohibiting the market, exhibition, and remote sale of nicotine product consumption devices and their components.

 

However, lawmakers believe that "these bans are easily circumvented, allowing minors to still purchase e-cigarettes.

According to Law360 on August 31, 2026, a federal judge in North Carolina ruled that a patent sublicense between R.J. Reynolds Vapor Co. and Juul Labs Inc. relieves Reynolds of its obligation to continue paying royalties to Altria Client Services LLC over Vuse Alto. A jury had previously found that Vuse Alto infringed three Altria patents and awarded approximately $95.2 million in past damages, after which Reynolds was ordered to pay an ongoing royalty equal to 5.25% of positive net sales. The new ruling finds that a valid sublicense can eliminate future infringement, potentially ending what Altria described as hundreds of millions of dollars in future royalties.

South Korea Extends Vape Rules to Unmanned Stores After Bringing Synthetic Nicotine Under Tobacco Law
South Korea's Ministry of Gender Equality and Family said on September 14 that it plans to designate unmanned e-cigarette stores as businesses where minors are prohibited from entering or working. Operators would be required to verify customers' ages and display notices restricting access by minors. The proposal is open for public comment through October 6. The move follows an April expansion of South Korea's statutory tobacco definition that brought products made with natural or synthetic nicotine under the Tobacco Business Act. Nicotine-free liquids and products using nicotine analogues such as 6-methylnicotine, however, remain an emerging regulatory issue.
