Wolverhampton Store Faces License Revocation for Illegally Selling Vapes and Cigarettes
A Wolverhampton store faces license revocation for selling illegal vapes, illicit cigarettes, and unauthorized alcohol. It has lacked a designated supervisor since 2023, violating licensing rules. A city council hearing on August 6 will decide its fate.

Key points:

·Violations: A store in Wolverhampton, UK, was found selling illegal e-cigarettes and cigarettes, as well as alcohol beverages without authorization.

·Business license issue: The store has not appointed a responsible person since 2023, violating alcohol business license regulations.

·Council action: Council staff found duty-free cigarettes and illegal e-cigarettes during an inspection.

·Hearing scheduled: The council will hold a hearing on August 6 to decide whether to revoke the business license.

·Store owner's response: The store owner claimed that the illegal cigarettes were duty-free products purchased by their son while on vacation.

According to a report from Birmingham Live on July 31, a store in Wolverhampton, UK, may face penalties including revocation of their business license for selling illegal e-cigarettes, cigarettes, and unauthorized alcohol beverages.

This store will face a hearing review by the Woolverhampton City Council for violating the conditions of its liquor operating license.

According to council records, the store has not designated a manager since 2023, therefore the store is not authorized to sell alcoholic beverages until a manager is designated.

During the search of the shop, council staff also discovered duty-free cigarettes and illegal e-cigarettes.

This review was initiated by the Trade Standards Authority of Wolverhampton, who have requested the committee to consider revoking the business license of the store at their meeting on August 6th.

A report released before the meeting stated that the business license of the store was transferred to current store owner Manjit Singh Dhillon in 2019, with Kokila Keshavbhai Patel listed as the responsible party at that time.

In 2023, Kekiirra Keshavbhai Patel withdrew the consent letter, which means that the store cannot sell alcoholic beverages because a responsible person must be designated on the store's business license, and since then the store has not designated a responsible person.

The city council also stated that they received a complaint from a customer in July 2024, who claimed to have bought a pack of duty-free cigarettes at the store at the regular retail price.

The city council visited the store in April 2024 and found that its business license was not displayed as required by regulations. The owner, Manjit Singh Deleon, was also unable to locate the business license.

A report from the Woolfhampton Trading Standards Agency stated that an environmental health officer had visited the store and expressed concern over Mr. Deliwon's "gestures" when refusing to sell cigarettes to customers.

The report goes on to say that a week later, a licensing officer returned to the store and found that alcoholic beverages were still being displayed, despite a previous warning.

Later, when asked about the matter, a store clerk told city council officials that the store does not sell alcoholic beverages, even though they were still on display.

Another day passed, and another city council official returned to the store, successfully purchasing a bottle of juniper berry gin.

The city council stated that during an inspection in late April, this store was found to have 24 packs of illegal cigarettes and over 130 e-cigarettes. Mr. Delion informed the city council that these cigarettes were duty-free and were purchased by his son during a vacation a week ago.

The license committee of Wolverhampton City Council will hold a meeting at the City Hall on August 6th to make a final decision.

Russia’s Public Chamber official opposes “generational ban” on tobacco sales, citing rights concerns
Vladislav Grib, deputy secretary of the Public Chamber of the Russian Federation, said a “generational ban” on cigarette sales—restricting sales based on year of birth—would not resolve smoking and would instead lead to human rights violations. He argued older cohorts would buy and share, and the approach would split citizens into two categories.
